All you have to do to build a road is to flatten out the area and pave. Bridges involve huge work crews, engineers, and way more heavy machinery. It’s almost never cheaper to build a bridge over something unless the alternate route is way too long or you’d literally have to put in a tunnel.

I imagine this road has been around for a long time too, before building a bridge would have been even remotely efficient.
